old race rib

Hi...a friend of mine has an old race rib.a cut down ring .21 hull that had tubes added.the tubes are in poor condition now...can it have some sort of foam injected so it can live again??

I'll ask him if he minds me posting a few pics...it was some boat in its day.held speed records on salt and fresh..hulls in nice nick tubes are flat and perished..
