looks like an Avon Rearider 4m to me.
A sturdy litttle boat... Nos will be along in a minute! (beat me to it!)
Looks like it could do with some tidying.
Check the hull for cracks etc. it's possible to fix them if they exist, but maybe not worth the hassle, especially if you don't have the skills or time.
The tubes might clean up nice (check to see if they have been painted, not such an issue if they have, but some people don't like it, so may affect resale). the leaks might just mean the valves need new rubber seals, or replacing, or it could need some proper repairs somewhere.
Looks like it could do with a rubbing strake being fitted.
What engine do you plan on fitting on it?
Trailer - it's difficult to judge from the pics, but check the bearings etc carefully, especially as you need to tow it some distance to get it home. What condition are the rollers in, is it a heap of rust?
If no major problems, a good buy for less than £500 I'd say

Look ok for the money.
Make him a lower offer though as he may have been bidding on it himself.
A cheeky offer of £300 and see what he says.

Wouldn't bother with 20hp on it-you'll be nailing it to get the flooding hull to empty and it may not even plane with more than one aboard. They really need at least 40hp and are proper wild and seriously grin-inducing with a 50.
It's only as fast as the throttle opening...

Odd! I didn't notice that. Neat job of sealing it up...

Missing some as regards the flooding hull?
Searider usually have a big hole in the stern and two little "nostrils" in the bow, this floods the hull when at rest making the boat more stable.
When you open the throttle the hull drains.

Try it as-is first. If you find it's too unstable at rest (I doubt it will be) then it's worth thinking about opening it up again.
If you type 'Sr4' into the search facility on here you'll come up with a lot of info.
