Removing paint from tubes

Hi, I have a very old Flatacraft force 5, it needs new tubes but I can't afford this at the moment.
I have tried to paint the tubes but even though I'm following the instructions the Flexithane paint
keeps peeling off in rough seas. I have been told that it may be due to the fact that I am painting over
older paint and that I should remove that first, so my question is, any advice on what to use to remove
the old paint or any advice at all on the subject. I don't really want to sand it down because the hypalon
is getting so old and I am worried about damaging it.

Someone had painted some thick stuff onto the tops of both rear cones on my RIB previously. A heat gun and a scrapper took it right off...so we could put a layer of PVC over the top. You could try Acetone, and if that fails, sand it off with 220grit.

If the tubes are damaged to that point I would think the only solution is covering them.
