Prop diameter, horsepower, length of RIB or even type of craft do not determine top speed. This is a function of pitch, prop slip and propeller rpm (engine rpm x gearbox ratio).
So if you know what engine and pitch, you can lookup the max rpm and gearbox ratio, can approximate the slip and estimate with a large degree of probability what the top end is provided its not over-propped and can pull max rpm.
