The engine itself sounds fine and I'm told that it shouldn't be too hard to sort out.

I used it for a couple of hours then put the boat in my garage where it as laid for the last 3 years.

Could very well be true, but because the descriptions look like they've been copied from the end of a shopping list, it hardly fills you with confidence!
