No not mad - that is exactly the concept behind the XS-Ribs that Barnet Marine sell.
They have 4 hull types, 1 kind of jockey, 2 console types and a few feature options. Engines usually Optis, but can be specified by the owner. You can have extras if you want, but of course they cost.
The limited choice keeps costs down (not so many moulds to maintain and build, less storage required). Also the boats are built by a 'secret' manufacturer who have huge GRP capacity, but need better cashflow and to keep staff interested and occupied. My guess is that its a superyacht maker or similar.
The boats are made in 1 place, and fitted out at the Barnet shop.
It seems a good idea, and helps Barnet sell more ribs than Tornado are able to produce in a year.
