I had one of those up to 2010, mine was '85 5.3m and one of the earlier Tornados as it didn't have any stringers or bulkheads in the hull so I'd guess yours is about the same year. It had new tubes and a lot of GRP work to the hull making it nearly as good as new.
A great sea-keeping boat, only my zap-cat could out turn it and went like the proverbial with a Yamaha 90. Bought by two commercial divers so working harder than ever now.

RI 28, purchased 1976. One careful owner. Still in service.

That's impressive. Has the helm got a raised area there for the feet? It looks like the feet are on a platform.
What make is it?

I honestly can't remember there being a platform behind the console. I've not driven it for about 5 years now. Last I saw her she had been fitted with 2 x 200 optimax but otherwise unchanged but for the sponsons.
I don't know who the builder was but I do know it was made in England.
I saw another RI28 very similar for sale about 8 years ago in Invergordon but she was in a sorry state. The owner had replaced the sponsons with blue polythene barrels but console and hull was the same.

Oldest RIB
If you extend it to SIBS, we still see the occasional black Avon Dinghy around here. They stopped making them in, I think, 1968.

There are some good images of old Flatacraft Force4s in my Gallery.
All owned by my Father and friends from the London Fire Brigade Diving Club.
RIBnet Forums - Nasher's Album: Ribs from Nashers Youth
The ages can normally be derived from the diving gear, mostly 1970's and 80's.
And yes, I'm the young lad with a mop of dark hair.
Nasher.
