STEPPED tubes why and views please

Hi I saw a marlin for sale and cant find much about stepped tubes :
is it only a marlin thing ?

whats the pros?
whats the cons?

are they easy to replace?

Can't really see any advantage/disadvantage with stepped tubes (see a few around). Shouldn't be harder to replace/repair - but I'm not a tube repairer
