tube tear repair and cleaning

Hi. Nautica rib jet 10. New to rib's so need advice.
Have a tear in bottom of tube near where it meets fiberglas bottom (see pic).There are 2 thin "raised" areas running front to back just before the glas bottom and this tear is along one of them. Is this a repairable area (hoping so cause not prepared to replace tube). What do I buy and how do I repair?

Tubes (white) are very dirty (deep in dirty) from years of neglect and sitting outside. What have you all found to be the best cleaner? and once clean, what is the best protectant?
