I have a diploma from the Rayban Wayfarer academy, i'm skilled in the art of sun lotion application, female squashy bits a a speciality, and I know a bowline from a sheepshank, so I'm fully qualified.

I don't have any qualifications either except a VHF licence. I was a commercial fisherman for ten years so I can always play the 'old man and the sea' card when looked down upon by fat yachtsmen.

I forgot I also have an O level in navigation (really!) that involved the use of a sextant and a big book of tables, there was also the Seamanship course that involved driving an old lifeboat up and down the Thames without hitting too much - I passed that as well!

Minimum quals
In my opinion, its worth while going to ISA/RYA Powerboat level 3.
It allows for a lot more flexibility around doing night time runs, and is worth the little bit extra. There are some additional skills that any good skipper could benefit from. Obviously all the regular VHF, First aid too. Any responsible boat owner should have these skills, before we start talking about legislation.

i dident think you needed one as at one time anyone could drive with a blue light ,its only the authoritys that send people out on blue light DRIVING training courses so that it covers them in case of accident .
