I've heard 'normal' RIBs called that because the rigid deck makes them semi-rigid.

If I was applying the description it would be to the small number of RIBs with foam filled collars rather than air filled.

Dependant on who you ask the answer will be different.

I guess that description could also be applied to an F-RIB
