The photo is not great but it's actually a plate as apposed to a sticker and it has the RNLI flag with 2006 and offshore written underneath.....I wouldn't have thought it would be a membership sticker....could be wrong though.

Back to the original point yes the thing on the back needs a bung! It’s there incase water gets inside the space between the floor and the hull due to a hole from a fixing etc

That looks like an RNLI Offshore membership plate / sticker to me.

I don't think RNLI ever had Tornadoes on fleet, so I don't think it is an ex-RNLI boat, but I may be wrong.

As others have said it looks no more than a drain bung in case water gets into the hull void.

Standard bit of kit to replace

Really hoping there’s a phone number on the ‘lifeboat ID plate’. OP might want to take a note of it.
Please ensure a plug (with o ring) is in and screwed tight for future launching.

Did someone get carried away on the irn-bru last night!

First off that RNLI sticker....is not the kind of thing you will find on the back of your mums old mini-metro...it's rather substantial and as a little research tells me that The RNLI did indeed run Tornado ribs back in the day...East Anglia where the beaches are flat run lots of class D LB's....and would you know it but I purchased the Tornado in East Anglia last Autumn....maybe ex RNLI maybe not...no matter.
As for the drain hole I have read a few bits and bobs talking about flooding hulls (seariders commonly) and talk of self flooding systems with some sort of baffle system....the reason i asked the question is I was hoping someone had indeed owned a Tornado at some point and would have a definitive answer for me......because that's the way it works you see....inexperienced folk (like me) ask the questions and more experienced folk answer.....it's a very helpful system....problem is some experienced folk sometimes forget they weren't born with that experience.
Ps what is that dedicated RNLI telephone number I will put it my contact's.

Up until last year I was a long standing RNLI Offshore member. Every year we used to get a substantial sticker for the boat. I’m not talking about a rear car window type of thing, it was around 120mm square, semi rigid very thick plastic. They did away with the annual ones in 2018 iirc & replaced them with a non-dated version. This was to save money & reduce waste.

Get in touch with kraken ribs on here one of the guys farther owned tornado boats he will tell you. The Flooding hull as you mention usually has a open 3 inch hole ish at the stern and two shrouded holes in the bow to allow air in to allow water to exit as fast as possible to get on the plane for info.

Deffo sounds like my hull is standard not flooding then...ya gotta ask these questions though as you know what they say about assumption!
