The rib belongs to a dive club in Bolton, Lancashire its just that none of them knows the make.The red patch on the hull is covering a hole for flooding the bilge

I agree the collar looks very Avon alike. Only the colour of the rib doesn´t sound Avon but however the cosole could be fitted afterwards and could be Avon too.

It looks like an Avon to me, the tube design looks like it's about 12 yeas old. The console is definitely after market. Avon stamp the ID numbers on to the metal lip of the transom ( i don't know if they did it then, and the Id number has the year code in it.
The hull could be painted, or I think at one time Rescue/safety vessels for the rigs were colured blue and yellow which might explain it.
How much is it and what's the motor

If its an Avon there will be two small vent holes in the outside of the bow and a big hole in the stern to allow the hull to flood. If you don't want this because you are filling it full of divers then Avon do a kit to block them off. alternatively use a tenis ball in the stern and a patch for the holes in the bow.

What RIB
Boat is an Avon Searider,- the two filled holes in the bow are a bit of a giveaway.
Probably 5.4m judging by the trailer.
Console does not look like an Avon but if it does the job so what. The standard Avon console is very low and small.
Looks quite old? The rubbing strip is the same as on my 1978 boat although the tube handles are in a different place. Possibly older than 12 years?
Hull has been painted? Don't know of any colours other than grey, orange or white that Avon moulded their Searider hulls in. If it is painted there could be repairs beneath. However, my 4m was painted and was OK. have a good tap around on the bottom with a light (4oz) hammer to look for loose / thin bits.
Look out for the transom - over time water gets down through the top of the plywood causing it to rot out. With the engine tilted up if you lean on it does the transom flex?
On early boats the hull number is stamped into an aluminium plate riveted to the upper left hand corner of the transom.

I find it odd that a dive club have filled the flood holes in the SR hull. When we used Llynhome for diving, it was far more stable for entering the water and the climb back onboard once the hull was flooded.
It might be worth checking for any signs of damage/repair and ask why the holes have been filled.
Other than that, the SR hull is superb and will take a lot of hammer.

ian he said they were to block the holes to give a stable ride but he mentioned thst the rib was unstable when divers were getting in or out (tipping)
