moby that strikes me as a really odd way to go about 'speccing a boat'. the engine will depend on the boat (e.g. my own boat is rated to 30HP, but some heavier boats are rated for 40 or 50 HP), in reality both boats could perform similarly: lighter hull, lighter engine, less fuel on board (for same range), possibly shallower V etc. another boat may be more suited to extreme weather but then in those conditions you probably won't want/need all the power for top speed either.
So I would pick the hull first, then go with the engine that gives the desired performance with that hull. Oh - and don't fall into the bigger is better trap with engines. There are disadvantes to too much power beyond just the transom weight.
