Thank you for finding and posting that link. All now becomes very clear.
Looks like the bathers movements are well researched as to the damage it will cause the beach and swim areas. As always a balance has to be found between humans/nature.

A close family member is the Southampton Harbour Master. Though Osbourne Bay is out of his "area" he was ware of them being laid. He is speaking to QHM to fine the reason for them. I have checked the notice to mariners and there is nothing - Queen's Harbour Master - Portsmouth - Local Notices To Mariners

I am sure he will update me when he hears anymore.

Though I feel it’s good to keep our coastlines looking good and healthy, it is somewhat of a shame that this has happened. We are taking our boat over there tonight for a BBQ (on the boat) so will have a look for myself.

RYA Press Release.

Can I suggest you take a print out of the RYA press Release and anchor within the buoyed area?

It sounds to me as if the RYA is looking for some evidence!

I like the idea and Dad (Soton HM) did say that they dont have any power to remove me, though i really dont want to cause any trouble. I will have a nose around though we often swim to the beach so will maybe have a chat with the chap with a megaphone.

I have many great memories of sitting in the bay i just hope that the area does not become any bigger or become a conservation zone, as this will quickly stop anyone going.

I can see why they've done it, although I don't agree with it - Osborne Bay is a favourite sheltered spot for PWCs, skiers, ringos and generally anchoring up for a swim and a BBQ - I guess English Heritage want their customers to have a nice quite view out to sea rather than looking at a load of hooligans having a good time and making lots of noise. By making a deal out of it it's only going to encourage more people to anchor there.

I don't believe the environmental rubbish, we're destroying our sea beds all over the UK and there are many more that are far more important than Osborne Bay which don't have any protection.

I don't think it's a question of causing trouble.

EH are using the thin edge of the wedge approach to discourage anchoring and they don't have the right.

I intend to go over August bank holiday and stay overnight!

Personally i dont mind dropping anchor a little further out in the bay, if it ment that the swimers had a safe enviroment to use the beach and if that was the only reason. But to be fair i havent seen the size or location of the marked off area. The thing i would not be keen on is EH making the area bigger and bigger, untill there was no space at all. It sounds to me like they havent actually asked/informed the propper people anyway.

as far as i am aware, private property (which is what this is) only own down to the low water mark. Is this correct?

There used to be some old ancient thing in some northern areas of England about ,,, it was only private where a man can ride out to sea on horse back and stick a spear in the sea bed at the lowest tide of the year , beyond that it belongs to the crown ,

in Scotland - our Harbour Trust owns the water from a beacon to light house - this none tidal and they have bye laws that cover that area too.

The land was donated by The local land owner to The trust in the 60's I believe.

It is roughly an area 400 yards by 300 yards directly in front of the beach.

If you look on Google Earth there are actually very few anchored in that area, most are anchored further out.

... not terribly helpful of QHM - he could have indicated what they were supposed to be for - and could have pointed out that you shouldn't use them for mooring - which is what they get used for around here (usually quite briefly)!!
